Comunicado de prensa relativo a la facultad del Director Nacional para disponer el lugar donde deben permanecer los procesados, condenados y quienes tengan procesos pendientes, con el fin de garantizarles igualdad ante la Ley; además, faculta a dicha entidad para que proceda a la proyección, construcción, reparación y ampliación de los recintos penales, modificándose la Ley Orgánica de Gendarmería de Chile para que cumpla con estas funciones, en lugar de hacerlo el Ministerio de Obras Públicas
