La FLACSO es un organismo internacional de carácter regional y autónomo, creado en 1957 por iniciativa de la UNESCO y algunos gobiernos de la región. Su principal objetivo es promover las ciencias sociales en América Latina y el Caribe. Está constituido por 18 Estados Miembros y desarrolla actividades académicas en 13 países de América Latina y el Caribe.
Ricardo Lagos se desempeñó como Secretario General de la entidad entre 1974 y 1975, después del traslado de la sede central desde Chile a Argentina, como consecuencia del golpe militar de 1973.
