Se señala que la Educación Superior tiene un valor estratégico para el desarrollo del país y que debe perfeccionar la diversificación institucional y su autonomía. Para ello, se afirma que el estado de focalizarse en: aumentar la equidad del sistema; controlar la calidad y eficacia de las insituciones; otorgar financiamiento básico y apoyar las actividades de investigación y desarrollo, entre otras responsabilidades
